Abstract: การวิจัยครั้งนี้ มีวัตถุประสงค์เพื่อ 1) ศึกษาประสิทธิภาพการบริหารโดยใช้โรงเรียนเป็นฐานของสถานศึกษาขั้นพื้นฐาน สังกัดสำนักงานเขตพื้นที่การศึกษานครปฐม เขต 1 2) เปรียบเทียบประสิทธิภาพการบริหารโดยใช้โรงเรียนเป็นฐานตามขนาดและที่ตั้งของสถานศึกษาของสถานศึกษาขั้นพื้นฐาน สังกัดสำนักงานเขตพื้นที่การศึกษานครปฐม เขต 1 และ 3) ศึกษาแนวทางการพัฒนาประสิทธิภาพการบริหารโดยใช้โรงเรียนเป็นฐานที่เหมาะสมกับบริบทของสถานศึกษาขั้นพื้นฐาน สังกัดสำนักงานเขตพื้นที่การศึกษานครปฐม เขต 1 กลุ่มตัวอย่างเป็นสถานศึกษาขั้นพื้นฐานจำนวน 108 แห่ง เครื่องมือที่ใช้ในการวิจัยประกอบด้วยแบบสอบถามและเทคนิคการสนทนากลุ่ม สถิติที่ใช้ในการวิเคราะห์ข้อมูล ได้แก่ ค่าร้อยละ ค่าเฉลี่ย ค่าส่วนเบี่ยงเบนมาตรฐาน ค่าความแปรปรวนทางเดียว และค่าทดสอบที วิเคราะห์ข้อมูลโดยใช้โปรแกรมคอมพิวเตอร์สำเร็จรูป และวิเคราะห์เนื้อหาจากการสนทนากลุ่ม ผลการวิจัย พบว่า 1. ประสิทธิภาพการบริหารโดยใช้โรงเรียนเป็นฐานของสถานศึกษาขั้นพื้นฐาน สังกัดสำนักงานเขตพื้นที่การศึกษานครปฐม เขต 1 ในภาพรวมอยู่ในระดับมาก และเมื่อพิจารณาเป็นรายด้าน พบว่า อยู่ในระดับมากทุกด้าน โดยประสิทธิภาพด้านการบริหารตนเองอยู่ในลำดับสูงสุด รองลงมาได้แก่ ด้านการกระจายอำนาจ ด้านการคืนอำนาจการจัดการศึกษาให้แก่ประชาชน ด้านการมีส่วนร่วม และด้านการตรวจสอบและถ่วงดุลตามลำดับ 2. สถานศึกษาขั้นพื้นฐาน สังกัดสำนักงานเขตพื้นที่การศึกษานครปฐม เขต 1 ที่มีขนาดและที่ตั้งของสถานศึกษาต่างกัน มีประสิทธิภาพการบริหารโดยใช้โรงเรียนเป็นฐานไม่แตกต่างกัน 3. แนวทางการพัฒนาประสิทธิภาพการบริหารโดยใช้โรงเรียนเป็นฐานที่เหมาะสมกับบริบทของสถานศึกษาขั้นพื้นฐาน สังกัดสำนักงานเขตพื้นที่การศึกษานครปฐม เขต 1 ควรพัฒนาผู้บริหารสถานศึกษา ครูผู้สอน และกรรมการสถานศึกษาเกี่ยวกับการบริหารแบบมีส่วนร่วม ปรับปรุงระบบ การวางแผน การสร้างทีมงาน การมอบหมายงาน การระดมทรัพยากรทางการศึกษา การตัดสินใจ การประเมินผล การประกันคุณภาพการศึกษา การตรวจสอบภายใน การประชาสัมพันธ์ และให้มีการแต่งตั้งที่ปรึกษากฎหมาย สร้างเครือข่ายการบริหารเพื่อช่วยเหลือในด้านการบริหารงบประมาณ The purposes of this research were : 1) to study the level of the efficiency of school-based management [SBM] of basic education institutions under the jurisdiction of the Office of Nakhon Pathom Education Area 1, 2) to compare the level of the efficiency of SBM of the basic education institutions regarding to school size and school location, and 3) to study how to develop the efficiency of SBM for basic education institutions under the jurisdiction of the Office of Nakhon Pathom Education Area 1. The samples were 108 basic education institutions. The instruments, a questionnaire and a Focus Group Technique were used for data collection. The data were analyzed by using a computer program to find percentage, mean, standard deviation, one-way ANOVA, t-test and content analysis from a Focus Group. The research findings were as follows : 1. The overall of the SBM efficiency of the basic education institutions under the jurisdiction of the Office of Nakhon Pathom Education Area 1 was at the high level. When the individual aspects were analyzed, the highest levels of the efficiency were self-management, decentralization, people empowerment on educational management regarding to their participation and check and balance respectively. 2. The comparison between the schools’ SBM efficiency regarding to schools’ different sizes and locations revealed no significant differences. 3. The suitable developability of the SBM efficiency of the basic education institutions under the jurisdiction of the Office of Nakhon Pathom Education Area 1 were to develop administrators, teachers, and school councils about educational management regarding to participation of all the involving people, planning system, team building, work assigning, educational resource finding, decision-making, evaluation, educational quality assurance, internal audit, public relations, law counselor appointment and establishing administrative networks to support financial management.

Describing and measuring leadership within school teams by applying a social network perspective

a b s t r a c t Despite the growing number of studies that acknowledge a crucial role of distributed leadership within schools, limited knowledge exists on how to describe and measure this multi-faceted concept. In a social network study with 130 respondents, from 14 Dutch school teams carrying out collaborative innovation, we theoretically de [1] scribe three core aspects of the social interaction process of distributed leadership: collective, dynamic, or relational. Furthermore, we empirically explore how to measure all these three aspects of distributed leadership from a social network perspective, whereas most research focuses on either collective or dynamic. Our findings indicate that three network measures (density, reciprocity, indegree centralization) form a coherent combination to measure distributed leadership in school teams in terms of collective, relational, and dynamic, respectively.
